These diamonds can be verified by any lab, however, a local jewelry store does not have the proper testing equipment to verify authenticity of HPHT diamonds  

HPHT stands for high pressure and high temperature. The process is similar to the natural earth process in which genuine natural diamonds are formed. There are two types of HPHT Diamonds. The most common is an HPHT lab grown diamond. The second is HPHT TREATED diamonds. In this case, a natural diamond is treated in a lab with HPHT.  This process is used on immature diamonds to grow them quickly and on undesirable- colored diamonds to change or enhance the color. The process does slightly change the structure of the diamonds to resemble moissanite and in a regular jewelry store, will test as moissanite. However, when tested by a moissanite- specific tester, will show that they aren’t moissanite either. The best way to know is to have them graded by a diamond lab such as GIA. There are other labs too. 

Please do not purchase without understanding that a local jeweler cannot verify authenticity. It must be graded at a lab.
